County to move ahead with plans to form joint powers authority for Del Mar Fairgrounds

County supervisors voted unanimously April 23 to move ahead with plans to form a joint powers authority with the state board that oversees the Del Mar Fairgrounds, which could lead to the formation of a new, 14-member board to manage fairgrounds operations. The county has been in talks with the 22nd District Agricultural Association, which currently manages the state-owned property in coastal North County, to create a new governance model that provides more local control over the facility.

Home sellers are holding out for higher prices

Roughly 75% of Americans feel now is a better time to buy than next year will be, according to a survey of more than 2,000 respondents carried out by real estate marketplace Trulia. But despite rising prices, only 32% believe now is a good time to sell. “The unwillingness to sell does help explain the low inventory,” says Susan M. Wachter, professor of real estate and finance at The Wharton School at the University of Pennsylvania. Pending Home Sales Slip due to Limited Buyer Choices

February pending home sales flattened with limited buyer choices, but remained at the second highest level in nearly three years according to research.

The Pending Home Sales Index,* a forward-looking indicator based on contract signings, slipped 0.4 percent to 104.8 in February from a downwardly revised 105.2 in January, but is 8.4 percent higher than February 2012 when it was 96.6. Contract activity has been above year-ago levels for the past 22 months; the data reflect contracts but not closings.
